ATM fraud, like other crime, definitely appears to be prevalent in countries like South Africa where many people are living in poverty, although I am not sure if it is something which originated here. The fraud then migrates overseas. Perhaps the fraud is formed from a need thats more prevelant in 'poorer' countries, and originate there and then migrate!
